But et périmètre

Ce réglement établit les procédures pour l'information et les éléments matériels relatifs aux objets volants non identifiés et détermine la responsabilité des activités de l'Air Force à cet égard. Il s'applique à l'ensemble des activités de l'Air Force.

Définitions

  1. Unidentified Flying Objects (UFOB) est relatif à un objet aérien qui par ses performances, ses caractéristiques aérodynamiques ou inhabituelles, n'est conforme à aucun appareil ou type de missile présentement connu, ou qui ne peut être positivement identifié comme un objet familier.
  2. Objets familiers - Inclut les ballons, corps astronomiques, oiseaux, etc.

Objectifs

L'intérêt de l'Air Force pour les objets volants non identifiés est double : d'abord en tant que menace potentielle pour les Etats-Unis et ses forces, et ensuite, pour déterminer les aspects techniques impliqués.

  1. La défense aérienne. A ce jour les objets volants signalés n'ont imposé aucune menace pour la sécurité des Etats-Unis et ses Possessions. Cependant, la possibilité que de nouveaux véhicules aériens, des appareils hostiles ou des missiles puissent être d'abord considérés comme des objets volants par l'observateur initial est réelle. Ceci nécessite que les observations soient signalées aussi rapidement et complètement que l'information le permet.
  2. L'analyse technique a jusqu'ici failli à fourni une explication satisfaisante pour un certain nombre d'observations signalées. L'Air Force continuera de collecter et analyser les signalements jusqu'à ce que l'ensemble des observations puissent être expliquées de manière satisfaisante, gardant à l'esprit que :
    1. Pour mesurer les avancées scientifiques, l'Air Force doit être informée de l'expérimentation et du développement de nouveaux véhicules aériens.
    2. La possibilité existes qu'un véhicule aérien de configuration révolutionaire puisse être développé.
    3. Le signalement de l'ensemble des facteurs pertinents aura une influence directe sur le succès de l'analyse technique.

Responsabilité

  1. Signalement. Commanders of all Air Force activities will report all information and evidence that may come to their attention, including that
    received from adjacent commands of the other services and from civilians.
  2. Enquête. Air Defense Command will conduct all field investigations within the ZI, to determine the identity of any UFOB.
  3. Analyse. The Air Technical Intelligence Center (ATIC), Wright-Patterson Air Force Base, Ohio, will analyze and evaluate: All information and evidence reported within the ZI after the Air Defense Command has exhausted all efforts to identify the UFOB; and all information and evidence collected in overseas areas.
  4. Coopération. All activities will cooperate with Air Defense Command representatives to insure the economical and prompt success of an investigation, including the furnishing of air and ground transportation, when feasible.

Directives

The thoroughness and quality of a report or investigation into incidents of unidentified flying objects are limited only by the resourcefulness and imagination of the person responsible for preparing the report. Guidance set forth below is based on experience and has been found helpful in evaluating incidents.

  1. Theodolite measurements of changes of azimuth and elevation and angular size.
  2. Interception, identification, or air search action. these actions may be taken if appropriate and within the scope of existing air defense regulations.
  3. Contact with local aircraft control and Warning (AC&W) units, ground observer corps (GOC) posts and filter centers, pilots and crews of aircraft aloft at the time and place of sighting whenever feasible, and any other persons or organizations which may have factual data bearing on the UFOB or may be able to offer corroborating evidence, electronic or otherwise.
  4. Consultation with military and civilian weather forecasters to obtain data on: Tracks of weather balloons released in the area, since these often are responsible for sightings; and any unusual meteorological activity which may have a bearing on the UFOB.
  5. Consultation with astronomers in the area to determine whether any astronomical body or phenomenon would account for or have bearing on the observation.
  6. Contact with military and civilian tower operators, air operations offices, and so forth, to determine whether the sighting could be the result of misidentification of known aircraft.
  7. Contact with persons who might have knowledge of experimental aircraft of unusual configuration, rocket and guided missile firings, and so forth in the area.

Collecte ZI

Le Commandement de la Défense Aérienne a un intérêt direct dans pour les faits touchant aux UFOB signalés dans le ZI et a, dans le 4602ème Air Intelligence Service Squadron (AISS), la capacité d'enquêter sur ces signalements. Le 4602ème AISS est composé de spécialistes formés à la collecte et à l'enquête sur le terrain sur des affaires d'intérêt pour le renseignement aérien intervenant dans la zone du ZI. Cet escadron est hautement mobile et déployé dans la ZI comme suit : les vols sont attachés aux divisions de la défense aérienne, les détachements sont attachés à chacune des forces de défense, et les quartiers-généraux de l'escadron sont situés à Peterson Field (Colorado), adjacents aux Quartiers-Généraux du Commandement de la Défense Aérienne. Les activités de l'Air Force, par conséquent, devraient établir et maintenir la liaison avec l'élément le plus proche de cet escadron. Ceci peut être accompli en contactant l'échelon approprié du Commandement de la Défense Aérienne comme décrit ci-dessus.

  1. L'ensemble des activités de l'Air Force est autorisé à mener de telles enquêtes préliminaires comme cela pourrait être nécessaire dans des buts de rapport ; cependant, les enquêtes ne devraient pas être menées au-delà de ce point, à moins qu'une telle action soit demandée par le 4602ème AISS.
  2. En certaines occasions - après que les rapports initiaux aient été soumis - des données supplémentaires sont nécessaires qui peuvent être développées plus économiquement par l'activité Air Force la plus proche, telle que des déclarations narratives, schémas, cartes marquées, figures, et ainsi de suite. Dans de telles circonstances, les commandants appropriés seront contactés par le 4602ème AISS.
  3. Une communication directe entre les échelons du 4602ème AISS et les activités de l'Air Force est autorisée.

Signalement

Information relating to unidentified flying objects will be reported promptly. The method (electrical or written) and priority of the dispatch will be selected in accordance with the apparent intelligence value of the information. In most instances, reports will be made by electrical means: Information over 24 hours old will be given a "deferred" precedence. reports over 3 days old will be made by written report prepared on AF Form 112, Air Intelligence Information report, and AF Form 112a, Supplement to AF Form 112.

  1. Addressees:
    1. Electrical Reports. All electrical reports will be multiple addressed to:
      1. Commander, Air Defense Command, Ent Air Force Base, Colorado Springs, Colorado.
      2. Nearest Air Division (Defense) (For ZI only.)
      3. Commander, Air Technical Intelligence Center, Wright-Patterson Air Force Base, Ohio.
      4. Director of Intelligence, Headquarters, USAF, Washington 25, D.C.
    2. Written Reports:
      1. Within the ZI, reports will be submitted direct to the Air Defense Command. Air Defense Command will reproduce the report and distribute it to interested ZI intelligence agencies. The original report together with the notation of the distribution effected then will be forwarded to the Director of Intelligence, Headquarters, USAF, Washington 25, D.C.
      2. Outside the ZI, reports will be submitted direct to the Director of Intelligence, Headquarters, USAF, Washington 25, D.C. as prescribed in "intelligence Collection Instructions" (ICI), June 1954.
  2. Short Title. "UFOB" will appear at the beginning of the text of electrical messages and in the subject of written reports.
  3. Negative Data. The word "negative" in reply to any numbered item of the report format will indicate that all logical leads were developed without success. The phrase "not applicable" (N/A) will indicate that the question does not apply tot he sighting being investigated.
  4. Report Format Reports will include the following numbered items:
    1. Description of the object(s):
      1. Shape
      2. Size compared to known object (use one of the following terms: Head of a pin, pea, dime, nickel, quarter, half dollar, silver dollar, baseball, grapefruit, or basketball) held in the hand at about arms length.
      3. Color.
      4. Number.
      5. Formation, if more than one.
      6. Any discernible features or details.
      7. Tail, trail, or exhaust, including size of same compared to size of object(s).
      8. Sound. If heard, describe sound.
      9. Other pertinent or unusual features.
    2. Description of course of object(s):
      1. What first called the attention of the observer(s) to the object(s)?
      2. Angle of elevation and azimuth of the objects when first observed.
      3. Angle of elevation and azimuth of the objects upon disappearance.
      4. Description of flight path and maneuvers of object(s).
      5. Manner of disappearance of objects(s)
      6. Length of time in sight
    3. Manner of observation:
      1. Use one or a combination of the following items: Ground-visual, ground-electronic, air-electronic. (If electronic, specify type of radar.)
      2. Statement as to optical aids (telescopes, binoculars, and so forth) used and description thereof.
      3. If the sighting is made while airborne, give type of aircraft, identification number, altitude, heading, speed and home station.
    4. Time and date of sighting:
      1. Zulu time-date group of sighting.
      2. Light conditions (use one of he following terms): Night, day, dawn, dusk.
    5. Locations of observer(s). Exact latitude and longitude of each observer or Georef position, or position with reference to a known landmark.
    6. Identifying information of all observer(s) :
      1. Civilian - Name, age, mailing address, occupation.
      2. Military - Name, grade, organization, duty, and estimate of reliability.
    7. Weather and winds-aloft conditions at time and place of sightings:
      1. Observer(s) account of weather conditions.
      2. Report from nearest AWS or U.S. Weather Bureau Office of wind direction and velocity in degrees and knots at surface, 6,000', 10,000', 16,000', 20,000', 30,000', 50,000', and 80,000', if available.
      3. ceiling.
      4. Visibility.
      5. Amount of cloud cover.
      6. Thunderstorms in area and quadrant in which located.
    8. Any other unusual activity or condition, meteorological, astronomical, or otherwise, which might account for the sighting.
    9. Action d'interception et d'identification entreprise. (Such action may be taken whenever feasible, complying with existing air defense directives.)
    10. Location of any air traffic in the general area at the time of the sighting.
    11. Position title and comments of the preparing officer, including his preliminary analysis of the possible cause of the sighting(s).
    12. Securité. Reports should be unclassified unless inclusion of data required by c and d below mandates a higher classification.

Eléments physiques

L'existence d'élement physiques (photographies ou matériel) sera rapidement signalée.

  1. Photographiques :
    1. Visuel : les négatifs et 2 tirages seront transférés ; tout le film originel, y compris chaque fois que possible à la fois les tirages et les négatifs, seront dénommés ou identifiés de toute autre manière adaptée en matière de lieu, heure et date de l'incident (voir "Intelligence Collection Instructions" (ICI), Juin 1954)
    2. Radar : 2 copies de chaque tirage seront transférées. Des tirages de photographie radarscope seront nommés conformément à l'AFR 95-7 et transferés en accord de l'AFR 95-6.
  2. Matériels : Suspected or actual items of materiel which come into the possession of any Air Force Echelon will be safeguarded in such manner as to prevent any defacing or alteration which might reduce its value for intelligence examination and analysis.

Diffusion des faits

Headquarters USAF will release summaries of evaluated data which will inform the public on this subject. In response to local inquiries, it is permissible to in form news media representatives on UFOB's when the object is positively identified as a familiar object (see paragraph 2b), except that the following type of data warrants protection and should not be revealed: Names of principles, intercept and investigation procedures, and classified radar data. For those objects which are not explainable, only the fact that ATIC will analyze the data is worthy of release, due to many unknowns involved.
